Rotary model with X/Y profile - how?

I have this part made from a tube, the rotary is very suitable for cutting holes on all sides.
There are, however, two holes that needs to be circular, where another tube will go through.

When the CNC cuts the tube with the A axis, the cut walls are slated, so the inner wall cut is smaller than the outer wall. This causes the axis tube to not match the hole size.

I can model the cut from the inner wall of my tube, but then the outer wall will have a larger size than my axis.

What I want to achieve, without hand-writing all the Gcode, is for the A axis to position my tube, and then cut a circle with the X and Y axis, as it would on a flat sheet.

  • To be clear, yes, I can post-process the part with a regular drill that would take the smaller-than-desired inner wall part. This would add a production step that can technically be skipped given the machine's capabilities.

  • Yes, I did cut it. The surface dimensions are what I expect them to be (10.25mm), but the inner wall is 9.6mm, and my 10mm axis doesn't fit
