Relief toolpath not calculating to materiel zero
I'm trying to carve small hills out of XPS foam. I can't seem to get the relief calculation to go the whole way to material zero. I've tried narrower bits, changing the various tool parameters, tolerance, and allowance.
There is always a gap between where the toolpath is calculated and material zero.
The size of the gap appears to be a function of how steep the slope of the hill is. With a steeper slope, the gap is bigger. (in another instance, I have hills with a much shallower slope, and the relief toolpath calculates fine).
The bit I'm using here is a tapered end mill with 1/32 tip radius, so I certainly wouldn't expect that to be the limiting factor, at least to the size of the gap.
(Note: in the attached photo there are two small hills shown. They will stack once cut out as I'm trying to make hills thicker than my available material. This shouldn't ne relevant for my problem.)
What am I doing wrong here?

Follow up:
After watching a CarveCo video, I realized I set up the tapered end mill bit incorrectly. (used the wrong tool type)
Once corrected, the gap is much smaller, but still there.
I need the relief to be flush with / end at material zero (since I'll be stacking these, I need them to line up)
