Tool database modal window does not scroll when copying tool

When trying to copy a tool from one group to another, unless those groups are one on top of the other you cannot drag the copied tool further than what is visible in the scrolling text box. When dragging the text box does not scroll.

Usual behavior is when you drag to the top or the bottom it scrolls.
